In 1896 was eighty. Since the year 1893 all holders of the Board's certificates which carry with them allowances have to pass annually a test examination in the language for proficiency in which the certificate was granted.
The Board also supervises the studies of cadets and has occasionally to hold examinations for interpretership in the Straits Settlements.
In addition to the work immediately connected with the holding of these examinations, such as the framing of regulations and syllabuses and the revision and amendment of those in force, papers and questions are constantly being submitted to the Board for report.
The special duties of the Secretary of the Board are to keep the records, the minutes of the meetings and the registers of examinations, to make all the arrangements for examinations, to draw up a scheme of examination in each case for the approval of the Board and to take an active part in the conduct of the examination itself.
He reports in detail for consideration of the Board questions referred to it and elaborates the regulations and syllabus forms of which the substance has been settled by the Board.
Mr. ... who acted as Honorary Secretary to the Board from the month of April 1893 until his retirement, states that the work of the Secretary has greatly increased during the last four years and that since the close of 1893, he has had to devote much time to it out of office hours.
He estimates that the extra time which has to be given exclusively to this work amounts on the average to from two to three days and occasionally to four a month.
